Part II. Risk mitigation and financing plan

This session focuses on risk-mitigation measures with particular attention to financial planning, including full project-costing and identification of funding and financing sources. From a lender’s perspective, it examines how risks can be allocated across financiers and project stakeholders within the financing structure, notably in PPPs and blended-finance approaches. It also outlines the conditions lenders typically set to monitor risks and their occurrence, and explains how blending instruments can support mitigation. Concepts covered include IFIs’ preferred-creditor status, seniority and ranking, co-financing structures such as A/B loans, and the use of grants (for technical assistance or CAPEX) and first-loss guarantees.
